Finance

Led by the Budget Manager, the Finance Division serves the City of Newcastle by providing accounting, budget, and financial management support necessary for daily operations and long-term decision-making.

Our responsiblities include:

Work with the City Manager and other staff to develop a recommended budget annually for submission to the City Council
Forecast revenue and expenses
Monitor the actual revenue and expense performance of the annual budget adopted by the City Council
Pay bills, administer payroll, and issue bills for money due to the City
Serve as the liaison with the Office of the State Auditor during the annual audit of the City's finances
Manage the City's fund balances.

City of Newcastle Honored for 2009 Budget Presentation

06.09.09 - The City of Newcastle’s Finance Department received the Distinguished Budget Presentation Award from the Government Finance Officers Association of the United States and Canada (GFOA). This award reflects the commitment of the City and staff to meeting the highest principles of governmental budgeting.

The City of Newcastle met nationally recognized guidelines for its 2009 Budget. These guidelines are designed to assess how well the City Budget serves as a policy document, a financial plan, an operations guide, and a communications device. This is the first time the City of Newcastle has received this national recognition.

“The Finance Department staff is dedicated to providing a full accounting of the tax dollars from Newcastle residents,” said Finance Director Christine Olson. “The Budget we put together each year serves as an important tool in managing the City’s day to day finances as well as a guideline for the entire year.”

The GFOA is a nonprofit professional association serving over 17,600 government finance professionals throughout North America. The Distinguished Budget Presentation Awards Program is the only national awards program in governmental budgeting.

2009 Budget

The 2009 budget was adopted by the City Council on December 2, 2008 by Ordinance No. 2008-0402. The Final 2009 Budget document was published on February 26, 2009 and is available for purchase at the City’s cost to print. Cost per copy is $23.44 for black and white, $80.37 for color (supplies limited, must prepay to order).
