Planning Commission

The Planning Commission serves an important role in city government. The Planning Commission provides advice and makes recommendations on the Comprehensive Plan and Development Codes to the City Council.  The City Council assigns an annual work program, which may be modified during the year, by the City Council, if unforeseen needs arise.

The Planning Commission is comprised of seven members and is staffed by the Community Development Department. Members are appointed by the Mayor and confirmed by the City Council. An advisory board to the Council, the Planning Commission reviews and makes recommendations on amendments to the Comprehensive Plan, Zoning Code and other city land use and policy issues.

The Commission meets the third Wednesday of each month at 7:00 PM in the Council Chambers located at 13020 Newcastle Way, Newcastle WA.

Candidates Sought

The City Council is seeking applicants for the Planning Commission to fill three positions. Members are appointed by the Mayor and confirmed by the City Council. Applicants must be a resident of the City of Newcastle and at least 18 years of age.

Tree Retention Code‐ Development of a Tree Retention Code will be addressed by the Planning
Commission in 2009 if time permits.

Work item descriptions and potential future work items:

2009 Work Item Description
Annual Code Clean‐up Make minor code corrections or clarifications to the code as identified throughout the year.
Comp Plan Docket Provide a process where amendments to the Comprehensive Plan can be proposed.
Begin 2011 Comp Plan update per RCW 36.70A.130 The Growth Management Act requires cities in King County to update their Comprehensive Plans by Dec 1, 2011.
*Explore allowed impervious in LOS zone and 100% impervious in MU‐I, and MU zones. Explore the possibility of allowing 100% impervious surface in the MU and MU‐I zones. Explore possibility of adjusting the % impervious in the LOS zone.
*Clarify req’d Housing Affordability in CBC The current language does not contain quantifiable requirements. Additional language should be added to clarify affordable housing requirements in the CBC.

*Low Impact Development

 

Low Impact Development is a stormwater management strategy that emphasizes conservation and use of existing natural site features integrated with small scale stormwater controls to more closely mimic natural hydrologic patterns.
*Comp Plan Code Chapter NMC 19.17 Revise the code to provide clarity in the Comprehensive Plan annual docket process.
Complete Street Provides when streets are constructed they are constructed for all users, ie auto, bicycle, peds.
Tree Retention Code Recommend code encouraging or requiring the preservation of trees.

Potential Future Work Items Description
Climate Change Recommend code to lessen potential anthropogenic climate change impacts.
Community Policing Through Environmental Design (CPTED) Concepts that discourage crime through community design. An example is not placing a cash machine next to a phone booth or ensuring parks and areas where children are encouraged to be are observable by the general public and or residents.
Historic Preservation Preservation of historic sites and/or structures.
Downtown Parking Mgt Plan Create plan for downtown parking to lessen impact on potential development.
Technical review of Wireless Communications Facilities chapter per NMC 18.25.090. WCF code states a technical review will be done every three years to asses trends in communication industry, tech innovations, permit activity, & effectiveness of code to provide character compatible WCFs.
Lighting ordinance Create ordinance to address lighting in the CBC and other zones.
